Within the OpenNIC, a Top-Level Domain is an independent administrative body, responsible for governing itself and maintaining its own resources. TLD administrative groups are free to administer the TLD however they choose, subject to these restrictions:

	- A TLD zone file needs www.opennic.TLD and opennic.TLD records that point to ns0.opennic.glue
	- www.nic.TLD and nic.TLD should point to the TLDs main website, which should also be the point of registration
	- hostmaster@nic.TLD should be able to receive emails
	- All T1 servers should be listed as an Authoritive name server for the TLD
	- The TLDs charter must be available online and well advertised on the main site
