OpenNIC maintains Peering Relationships with these NICs. Each of thse NICs is responsible for their own set of gTLDs. OpenNIC does not peer with TLDs directly, but does incorporate them into the aggregated RootZone.
Historically, peering NICs (OpenNIC, AlterNIC, etc.) maintained their own root zones, and agreed to include each other's gTLDs in their independent aggregations.
We are currently in a process of developing Policy on how such relationships are to be initiated and function and will publish them here when they are done.
